How the Joint Unit for Waste Crime is dismantling organised crime in the UK waste industry

‘Waste crime isn’t fly-tipping. It’s a billion-pound criminal enterprise in which organised crime groups exploit the waste industry to launder money, evade tax, undercut legitimate businesses, and pollute communities and the environment, while presenting themselves as lawful operators.

That’s the work of the Joint Unit for Waste Crime (JUWC).

War on waste crime: hefty new fines for fly-tippers and litter louts

‘As part of a major crackdown on waste crime, new legislation will increase the maximum fine for fly-tipping waste to £5,000 – a 400% uplift from the previous level of £1,000. The top fine for littering on streets will also be increased to £750 – up 50%.

Coming into force this summer, the increased fines will act as a stronger deterrent and help reduce cases of littering and fly-tipping. Local authorities will be able to hand down harsher penalties, reflecting the real harm that waste criminals cause to the communities and environment that they ruthlessly disregard. ’

Environment Agency operation convicts four Devon waste criminals

‘An Environment Agency investigation into a Devon waste dumping site has concluded after four convictions for waste dumping.

Registered waste carriers have a duty of care to ensure that they know where they are sending their waste and take steps to ensure that their waste is handled by legal sites.

Anyone who suspects illegal waste activity can report it anonymously to Crimestoppers on 0800 555 111.’

Game-changing digital tracking takes fight to rogue waste traders

‘Waste criminals are running out of places to hide as the government launches its Digital Waste Tracking service to follow every piece of permitted waste across the country in real time.

As part of its major crackdown on waste crime under the government’s Waste Crime Action Plan, new laws being laid in parliament will require businesses to create a real-time audit trail for the waste they handle.

The service will become mandatory for permitted waste receiving sites in England, Northern Ireland and Wales from October 2026 and Scotland in January 2027, giving businesses time to prepare for the new requirements. Phase 1 will apply to around 12,000 permitted waste receiving sites. As the service expands, over 100,000 operators are set to be in scope.’

Waste carrier fined after depositing tonnes at illegal site

‘Devon waste carrier David Gorton has been told to pay £17,527 after he deposited waste at a site near Kingsteignton in Devon which was operating illegally.

Thousands of tonnes of mixed construction and demolition waste was found at the premises.

It was estimated it would cost at least £2.5M to remediate the site, which sits on a flood plain.

Waste company crackdown secures £28,500 for charities

‘Waste companies that operate in Bristol, Cornwall and Devon investigated over waste regulations and will pay £28,500 to environmental charities.

The companies have agreed to invest in local projects in a sanction known as an enforcement undertaking. An enforcement undertaking can be used as an alternative to a prosecution and allows money to go directly to good causes.’
